Gloss/optically clear laminate is a bit trickier than anything else to load with the plastic liner, but after the initial setup it goes fine. The vendor we purchased them from is called Trigon Imaging, we bought 2 from them. We used to have a Arctic and a Seal laminator but those are gone now...
We purchased our laminator from our local vendor. The wind of the laminate doesn't matter you'll just be using the upper bar backwards, the only powered parts are the rollers and the take-up reel. I trained everyone in the office how to use ours in a couple hours, never had an issue out of it.
Our guys here do about a trailer per day each, so if we have 2 trailers we send 2 guys for an overnight stay if they can't bring them here. Most of the time we send out 3 guys to do 3 trailers in 3 days. We do about a trailer per day (along with everything else) on average here, and also ship...
Vertical substrate racks make it easier to get substrates out, but the materials that CAN warp WILL warp on them since there is no pressure keeping them flat.
I'm betting they're gonna laugh at 10-15k. I know the cost of living is different there, but a 53' semi with rivets should be around $6,000 using 3M Cast material.
I would definitely recommend a GFP. We have 2 and haven't had any issues out of them in over 3 years. Run full rolls all day long. We have the 455th series but don't use the heat that much.

You HAVE TO name the name the spot color correctly as "Spot1" in your vector file for the RIP/printer to know to use the spot ink.
In your rip you have to use a media profile that includes the spot color.
I think the silver ink sucks, we had it in our last 2 printers but on our most recent one...
We print a lot, and I mean a lot, of vinyl and we run our laminators all day every day. We switched to GFP from Seal a few years ago and have never had an issue out of them. Everyone in the shop can use them without issue. I would recommend them to anyone.
NewText Bold or Brothers are both pretty close and might be acceptable, Pierce owns the font you see so you're either going to have to redraw it or substitute.
You're not going to get much of a stronger adhesive vinyl for a wide-format printer than DPF8000. There are some nice vinyl combos for printers like the Gerber Edge; I know Gerber makes some nice durable 15" super-adhesive vinyl and we also use LexEdge (polycarbonate) with 3M 467 adhesive...
Templates aren't easy or quick to make, therefore they aint cheap IF they're for sale.
Custom vehicles like golf carts, UTVs, snowmobiles, etc usually require the wrap shop to make their own custom templates.
