The ink can be dry to the touch but if ink touches ink (printed area touches printed area) anytime within 24-48 hours it can cure together. Then if you pull it apart it's not pretty.:scream:

You said you were using an RGB color? That is your problem. You have to use a SPOT Color. You are trying to use a Process Color. Read the Corel help on creating a new spot color. Then name that color CutContour. It makes no difference what color that Spot Color actually is.
