I had one that did that exact same thing, cleaned the encoder and never had a problem again.....well that printer still fought me constantly but it fixed that one problem at least.
Maybe I've been lucky but I deal with a few and they never ask for a discount(I occasionally will discount though), always pay promptly, and never hassle me about much. The ones that I deal with though are decent sized and not hurting for money.

I've tried that in 1440x720 in hopes that it would take care of the squiggly banding but it remains almost exactly the same. I too thought that would probably take care of it.
I've always has some minor banding issues on some medias and it seems to be worse on some colors that others, light to medium blues being the worst.
The weirdest part is how the banding looks.....

I would use a scotch brite to scuff it and put a couple coats of automotive urethane clear on it. I do it all the time and have not had a single complaint yet.

Could you just conver it over to Mach3? That seems to be what most of the diy guys are running without much issue. I looked at a used one that the control software was discontinued and the way I took it the changeover on that particular machine would not be so easy so I stayed away from it...
I think by the time I do that I would have just as much invested in it, at this point I would rather just get rid of the parts as a kit for someone else to build and buy one ready to go. Also if I buy one I have someone to turn to for support which could save some headaches.
