I had the same issue on a JV33 and it ended up being the cap station. If it were me I would replace the dampers and cap station (with oem parts). I chased it for a while including valve and a bad (new/non oem cap top).
I used to do proofs, work etc. without a deposit and it doesn't work, especially to scale. I do nothing without a deposit and have our gatekeeper (admin) enforce it. It has not lost me any business and has actually enhanced it. The good customers understand it and have no problem. I get 50% down...

Did you replace the caps, dampers etc with oem parts?
I made the mistake of using aftermarket parts and the cap and a couple of dampers were defective.
You can't go wrong with the JV33. It is solid , simple to use, will print on just about anything, and good quality. I find The l26500 prints slightly sharper images but the JV33 images pop a little more.

I Have 2 VT600's and they are not as well built as my seal but I have one dedicated to wrap lam and am very happy with it. I prefer to output to a table rather than roll (just personal preference).
For a little over 2 grand you can't go wrong . The equivalent seal will be many times that.
I use AccuRIP, outputing to Epson 4880's through Corel everyday. I have been through a few RIPs and AccuRip is one of my favorites (good balance between halftone generation and ease of use).

I use sugarsync. I sync to a NAS and use it is a local working drive in the shop. The problem with continuous cloud backup is depending on our file activity it bogs down our bandwidth. Our ISP is not the most robust though.
Sugarsync is a one of the better cloud backup services along with dropbox.
