Looks like it may be dirt/fibers/etc. On the heads. Inspect the heads / carriage for anything suspect. Also any environmental changes? Humidity etc. It doesn't look like a encoder strip issue but wouldn't hurt to clean it.

I would second this. The heads will dry up almost overnight. You can use a syringe to pull the ink through the cap stations( do a search on this forum for the technique). If you pull air you know you have a problem..

Get a concentrated emulsion remover and mix it in a tub large enough to dip the screen in. Leave them soaked for 20 mins and it should come right of. We use ulano qx1 emulsion and have no issues...
