If your CNC guy has enough clearance to get past his CNC bed to reach the width of your text this should be pretty easy. It's a circle so all you have to do is rotate it at the correct intervals which you can easily achieve. Use glue on paper measuring tape from IKEA or w/e.

Use tape to hold it until the clear silicone dries. Put a piece of white vinyl matching the general shape on the inside to hide the tape + silicone. Don't make them out of metal. Make sure your inside piece of vinyl is mirrored.
It's probably a polyethylene container. Low energy surface, apparently if you hit the surface with a blowtorch prior to sticking on the sticker it will have much greater adhesion. Just a very quick pass. Just see if your supplier has any printable paper that will stick to PE.
Is it in the glass itself or just ghosted onto the window tint film? Unlikely that it's imprinted onto the glass, probably just the sun bleaching it at a different rate. Sorta like a stencil but I'm sure you already figured that out.
I've failed engraving with one but onsrud makes v-mills that work pretty decent for side cutting. Given you hog away most of the material first with a straight flute and don't use the v-mill to plunge. It's really bad for the spindle if you take too hard of a pass but I'm sure you already know...
