I too would have to say that Illustrator would be also on the list to learn. Photoshop would be fine for the smaller page size layouts and smaller banners but you may find the file size gets too large to do larger layouts and billboards with effects.

I think looking at a laser printer is a must. You can use them for flyer runs, takeout menu, labels etc and the toner is way cheaper to run than the ink jet printers.
If you only need a color laser and not a scanner and the extras, $300 can get a fairly good quality print and reasonably fast...

I think the biggest key is the ink you use. There are many ecosol inks that will dry up at different rates. Some times cheaper inks are just that, cheaper and there may be a reason for that. If you print every day with auto clean cycles you may not have issues. Leave sit for a couple days...

I thought I seen posts in the past that talked about laminate that looked burned. Might have been on window perf but simmilar result due to bad batch or wrong type for outside sun and heat.
