Welcome from Western Ky. Search graphtec on Marketplace, it might surprise ya. As for the supplies, check your local sign supply places. The smaller ones will likely work with you without being fully legal (yet) but as StaceyK suggested, I'd at least get the tax and LLC stuff going right away.
When I have similar issues, its either not enough heat or old vinyl. I got a roll from one of my suppliers that ended up being 5 years old. Sometimes rolls get pushed to the back. I use a ton of oracal, but I have pretty much stopped using 3850.

I have an older CE (6000) and an FC9000. If using registration marks or cutting stuff from a printer, I'd go FC, but if only cutting vinyl, save some money and go CE. It is a lighter duty machine, but has been impressive for regular vinyl cutting.
ACH is usually the way to go. Also, I know you said one time purchase, but once you are in their system, it is easier for them to use you for the next job. I'd fill out the paperwork and move on to the next job.
