Another point to consider is .... what if the FD resources (equipment and manpower) were in use fighting an out of jurisdiction blaze and one broke out in the area where taxes (or fees) were being paid for those resources. I wouldn't be blaming the FD. They likely get their mandate and area...
Try this ..... In the Illustrator application folder locate the plugins folder. Find and open the file "Adobe Illustrator Startup_CMYK.ai". You'll get a new blank document. Turn on the rulers and save the document back to the plugins folder.

It was a system font that came with earlier versions of the mac OS. I have the font on my system that I migrated over from OS 9. I could either send you the ttf font or the numbers converted to outlines ..... if folks don't think that's illegal, which it might be.
I have 16 of them, mostly from my navy days. Got an eagle spread across my chest done in Hong Kong when I was 18 years old. Peacock on my leg in Singapore. Parrots and a dragon in Hawaii. Others too.
