Manufacture the pole cover so it will slide on after the sign is installed or make one or both sides of the cover that can be removed and replaced after the welding is complete.

They didn’t “hand you the document”, they signed a legal document, it’s either for resale or tax exempt.
I have been doing this for 30 years and have had plenty of audits on this very topic.
If you don’t want to sell to your customer because of this issue, then that IS your right.
If he signs a resale or exemption form, it’s between him and the state, period. It is not your place to confirm whether he qualifies for exemptions or not.
Can you divide the template in the plot/cut screen? In Signlab, you can go to the top or side of the item to be cut ( it’s a blue or green line) you can pick and slide up or sideway, and as many sections you need. You then pick the sections you want to cut. Hope that helps. Good luck
