    You can, we have done it our shop before. It just doesn't look the same since neon stands off of the backer and you get a halo effect from it. But you can still do some very cool things with it as well.

    So that looks like it is graffiti, so more than likely you won't be able to match it to an actual font. You will have to outline the letters yourself to recreate them.

    My graphic design professor in college hated Papyrus, so I would always try and sneak it into designs or use it as an option when we had to bring in multiple versions of things. It may have definitely become an overused font, but it like every other font has a time and place.

    I would just plot the points and recreate it that way, especially if you don't need any different letters.

    I would custom make the font, plot all the points and curve the lines to closely match it up. I think the point of what they want isn't an actual font but more of what is a noticeably hand drawn font. It will have more playful feeling to the sign, but that is just my 2 cents.

    If you have a straight on view of the sign in a picture, and at least one actual measurement, you can scale signs pretty close to accurate.     The longer you look at it, the worse the design becomes. I'm torn between someone purposely did this to troll other designers, or just an idiot putting things together.

    I sample background colors in Corel, then paint match that color with either a pantone to spray in our booth, or a Sherwin Williams color to roll on paint. But I agree that a darker shade is usually a better idea, it helps when thinking about fading or cloudy weather.
