When I replaced mine it improved my prints significantly but am not saying this is the fix for your issues. There are a lot more variables. I would replace the cables first also as printhog mentioned.
I think you may have to set your baud rate settings so your pc and cutter can communicate with each other. But I think you're half way there.
Check your preference settings in the printer driver, under printers. There should be some settings with x on x off, baud rate etc... These should match...

Back track your steps. Did you replace the black O Ring that connects the tube to the damper? A worn one can cause air to get in. Possibly your new damper could be bad also? I had a new damaged damper in the past. Check your ink line doesn't have a kink.

I have the same problem not everytime but on occasions. Moving the pinch roller a few mm either way seems to help. But I know the cable needs to be replaced.

Changed my encoder strip a few months back and this stopped the over spray I was getting too. Also noticed static on certain media that also caused this.

The Avery type were great. When the felt on mine eventually wore out, ripped out some double sided tape, cut my own felt material (purchased from the local fabric shop) and now an endless supply. Does the job.
Soldering a couple of wires connected to a fuse holder on top of the blown fuse worked for me. This was my last resort before replacing the board. Fuse holder is easily accessible now and can be replaced at anytime. Just ensure to only do this on the blown fuse.

From experience the Roland CX series vinyl cutter drivers are suited for 32bit systems only. My CX 24 still runs on Win XP 32bit and have tried just about everything to get this to work on an updated 64bit pc.
It's a pity bcos the cutter is still performing well if only Roland can release...
