True- but laminating perf isn't only to protect the holes from rain and dirt. It's also there to protect the ink from being washed off and it gives UV protection so the ink doesn't fade as quickly. It ensures the life and quality of the vinyl and print.

I think it depends on how long you want the perf to last...most perforated vinyl has a fairly short lifespan anyways but the quality of the print will degrade quickly without lamination.
You need to ask yourself what the customer expectations are....if they think it's a long-term ad solution...
Avery 2611 has a nice matte finish. On a couple occasions I cut it about 10 minutes after printing and it didn't curl.

You're probably best to buy a new pantone swatch book. I have the Pantone + Solid coated and uncoated books and they are all I really need because I just use it as a reference for cmyk printing. It's always good to stay current.

What software are you using to export the files? Your printer is a cmyk printer so you should have better control if you use cmyk colors in your files.
This will be a big help too.
In my digital file I usually set all my blacks to either c:60 m:50 y:50 k:100 (for cool black) or
c:50 m:60 y:50 k:100 (for warm black). Both are composite blacks and are darker than 100%k when printed. Mostly because they put down more ink.
