Manual hole punch/PVC?

I like the 22 idea, I'm just wondering who I'd like to have hold it while I place a few holes....

It's better to have two hands than one glove.
Drill press and a Forstner bit. These bits are available down to 1/4" and are the civilized method for drilling clean holes with no breakout. They're more hole cutter than drill bit.

If you buy one or a few or a set DO NOT buy el cheapo tool auction today at the grange hall Forstners, they are garbage and don't cut worth squat. Get Irwin, Millers Falls, or whatever name brand is available in your area.

Roper-Whitney also has these neato bases for their punches- so that you
can fabricate your own jigs to aid production- I have only been able to
buy them from R-W and they are kinda expensive (like their punches)
but worth it (like their punches). I also have some of the cheepo punches
and some fit the R-W bases.

I haven't seen one for a long time, but they used to make a leather punch that the
head rotated around and had six or so sizes.
Might work ok for lightweight stuff like pvc.
Probably a saddle or boot store would have one.
