Yes and no... Eye of the beholder. Print Frogskin/AbrasionGuard/Topcoat all kind of do both if you can market it properly. If you print it onto a matte vinyl, it is gloss by contrast. If you print it onto a gloss vinyl, it is matte by contrast. Confusing but it works in most circumstances.
