Go to a company like "Displays2go" and look under restaurant signs. There are lots of higher end sandwich signs. they are usually dry erase or chalk, we just go right over that with either a print or a print on pvc.

I think he means a company that will provide the financing for clients so they can purchase wraps and/or signs and pay by the month. Never heard of it for wraps but it is done for expensive electric signs.
I have a chance to pick up a Gerber Fastrack 650 30" plotter cheap. I've always wanted to have a wider cutter and have been very happy with my 15" Gerbers. Anyone familar with this plotter? Any issues that I should know about?

I don't understand why they have a problem with this. I don't use foamcore, hate the stuff, but would have done it the same as you on pvc.
Unless they specified the job for prints I don't see an issue.
How you handle it depends on whether are willing to lose on this job to keep the client happy...
