I was asked to do a decal of the middle finger and the cross for a biker chick and told her to go somewhere else. I agree with signmaniac on this one. I am never slow enough to say that i need this job. Usually it is just one decal or one t shirt anyways, not a big customer.

You need to be more specific in the products you need. There are your general vinyl/sign suppliers like Fellers and signwarehouse, then there is like grimco, which is great for substrates, printed/non printed alluminum signage and brackets. I live up north so not much help for local suppliers...

The very First thing i would do is check with city/county sign regs, they might have a problem with a sign that big. Not sure on the building size, but around here the sign can only be as big as a certain percentage of the building. Be safe check with them and then design from there.
