Not wanting to question you, but the radiant energy will be retained in the substrate whether it, or a coated material is absorbing the heat. Genuine DiBond in black is a pretty good powder coated substrate.
I'd go for z-bars with something like Tecbond 248, assuming 12mm PVC won't be affected by the 195ºC melt point, but UBun's solution would be even more solid.

I've had problems occur when substrate was out of spec. Alternatively, do you rearrange the work space fopr differend productions - could the laminator be in a position where it is out of level?
if the table is not level, then expect not perfectly straight cuts. That said, the cutter runs on its own base board, so as long as you use it in one position, you could shim the base to compensate for the warp of the table

I was going to say it looks like an import homage to a folding Javelin cutter, but their website talks about a Minnesota factory. If they've also taken inspiration from KeenCut's customer service, then I'd certainly consider it, if I was on your side of the pond.
