I do not use the take up reel when printing fellers pop up material. Let it run on the floor and have a piece of coroplast underneath it so dirt does not get on the back. Cut it and lay on table for a couple hours or overnight before trimming and assembling.

If you are picking between the entry level models I would go with the Royal Sovereign. The Seal 54 el does not have a tension bar which makes it a lot more difficult to laminate. The Royal Soverign has a tension bar which helps out a lot.

I have a HP FB500 and it prints great on coro. Inks stick great. Very easy to operate and very reliable. I've had mine for 10 months now and have only had 1 minor issue. Runs every day with no problems. With your budget I would check out the 700. Should be around $135k depending on options.
I pass on this kind of work. Not worth the hassle. Not only do you have to worry about messing up their vinyl but also the customer who claims you scratched his paint job during the install. I'll let someone else have these problems.
