    Mimaki JV 33 is a good choice, but I would go for Roland RS 640 or SJ series. The quality it's the same on both brands but it's about speed.     It's very important to know what kind of ink are you using. Why don't you try to use Colorip or Colorchoice? Or maybe Flexysign...I don't know if it's compatible. But it works great with colorrip and you can easily find some ICC profiles for that.

    Try IPA or some liquid soap in semi-hot water for plastic surfaces. For metal surfaces you can use cleaning liquid without any problems.

    Black ink contamination in the cyan damper. The cause might be the cap top or the pump. Check the tube from the cap-top for clogged areas. Also check if the pump works as it should.

    How the nozzle check? Do you have any misfireing nozzles? That might be the cause. If the test print is fine, then the print head must be replaced. It's very possible to be a static issue but I don't think so. Check the print-head surface for any dry ink spots.

    ...or you might have some damper problems. Try to perform some powerful cleaning and then make a nozzles check. If the problem is still there, you might need some new dampers. If you replace the dampers and the problem is still there, maybe it would be better if you call a technician.
