You could try to do a head soak and see if it gets any better but since you have mostly deflections and not clogs I agree with Rjssigns and it could be time for head replacement.
If the transfer tape is the same width as the cutted material you don't have any problem with it sticking in the laminator whitout kraft paper. It will be sticking out very much before it grabs to the bottom roller at all. We have a laminator always loaded with transfer tape and I think it's one...
Especially if you're using thick laminates (as I assume you will do with sled wraps) heat assist will help to get better finish. If you have the possibiliy to go with heat assist I'd definately would recommend it! Good luck!
Keep in mind that the Rolands uses eco-SOLVENT inks and many vinyls contains pvc. I for sure would NOT want to make decals that comes close to small childrens mouths and dishwashers/food etc. with that ink. So be sure to check regulations etc. or you could be heading for trouble.
