Is it vertical (opposite heads) or horizontal (same direction as heads)? If it is vertical one of your heating elements are out of whack. If horizontal it looks like ink starvation (dampers)
Is the green a SPOT color? If it is make it CMYK.. If that dosent work tell your printer to change the rendering intents so Vector and Bitmap data are the same..

From documentation I am told it can accept 37.5" There seems to be plenty of room in the printer to accept it. I don't want to buy a roll of 38" media and be stuck with it.

Hot knife the edges for fabric. In order the print edge to edge you can use some white duct tape and place a piece next to the edge of the media. It is only somewhat effective because you will get ink puddling on the media edges.

Could it be stale media? I have never had any experiences and am not sure what happens to stale media. Does the Solvent receptive coating start breaking down? 24" is kind of an odd roll size.
Maybe you need new dampers or a capping station... Now that that is out of the way.
Have you recently cleaned your pinches with some sort of conditioner and its getting on the vinyl? That is pretty odd..
