if it was all 2nd surface originally and your client removed his own graphics...I would bet five dollhairs that its most likely scratched-up so bad that any vinyl you would lay 2nd-surface, would not look so hot when viewed through the face.

my first thought was mesh banner, but it might obstruct the airflow a bit. Just shootin' from the hip here.
Or maybe instead of trying to cover the front of it, you could add mounts for a flag-banner or a wind cone/cube to utilize the airflow to flutter out. Ooooo...

truest white at night and black in daytime? trick question really.
black perf on white acrylic, day/night acrylic, etc.....they all have about the same level of "grey" when illuminated.

sloan got a bad wrap from a bad batch on their manufacturing-end, BUT they owned it and credited us for every single power supply we pulled and replaced.
simple replacement. at those dimensions you can go with polycarb or acrylic.
reference above to subtracting 1/4" from horizontal/vertical dimensions isn't so much for expansion but rather for the actual fit of the plastic.... as the frame itself is up to 1/8" thick material, so the insert...
well, then hopefully the OP will keep this thread updated with the results... because I believe you're giving the OP false hope, given the information provided.
specs are one thing, and can be tweaked to cover the intent, or adjusted along the way for approved upcharges, but missing items & quantities are another.... and the bids are almost always on the package, not just a few items on the list you decide to pick/choose. if you don't make it in-house...
regarding the address lettering, if there were no specs for it then write up a quote for vinyl lettering & 1hr install for them to consider credit.... maybe even provide an additional quote with a +$$$ uptick for painted dimensional lettering that you could flip in a pinch to make it the right...
had this happen a few times. gotta suck it up and make it right.
