Well crap....I don't like what they are doing either, and "was" in the process of switching to 3m for vinyl and digital media. I'm not a big customer, so I doubt it will matter much to 3m, however one of my suppliers has been trying to convert me for a couple years, and they might care a little.

There was a cleaning kit with that printer when it was new. Might help with things if you had the manual and kit. It had a brush, some cleaning swabs, bottle of oil, a special tool to put the oil on the rails the print carriage rides on, etc.... Like Bly said, if it's printing good...don't do...

I think you exported the cut line as a tiff also? Export the artwork as a tiff, then put the cutline on top of that.

Not sure what program you are using, but in Corel you can increase the "fountain steps" to help with this. The default for fountain steps is 256...bump it to 512 or 1024 and it should be smoother.
