Looks like to me that your head isn't making a good seal with the capping station - probably why you need to run a regular nozzle wash. The head's drying out.

I use a narrow knife blade (no teeth) in my jig saw. If you slow it down to a crawl it cuts pretty fast without melting things or leaving shavings and whatnot lying around.

Usually signs like you describe are screen printed. If they're not screen printed then cut vinyl (premium cast) would be a better choice than trying to digitally print them. They'll last longer and the colours wont fade as fast as they will if you do them on a wide format digital printer.
