Better tools make for better, quicker installs. Kinda like how you can usually get the job done with tools from Harbor Freight, but having a set of Milwaukee or Dewalt tools will make the job go a lot easier/quicker.
I hate that stuff. Anywhere you cut it you have to edge seal it and it is a pain to cut. Even if you do seal it it still seems to go bad after a couple years. I really really like the Oracal V98 reflective sheeting. Much easier to cut and install. My 3M rep told me that they have a new product...

Yes, it accepts transparencies/gradients etc using the spot color. Be sure to use the correct process (printer profile/settings in the rip) when printing to achieve the correct opacity. You can print white at the same time as the CMYK or before or after the CMYK depending on your design/end...

Can you see what part is dragging? The media sensor can come loose and hang down.
You can adjust the head height easily (3 settings IIRC) within your material settings on the front of the printer. If it is still hitting then you either have a materials/heat/humidity issue (buckling) or a major mechanical issue.
What have you tried cleaning that printhead with? You should ONLY use 99% ISO Alcohol to clean it , try cleaning it a few more times and see if it gets better. It looks like it has tape stuck on it. I've never seen one print as bad as the sample you're showing me due to a bad head, usually it is...
