We have put standard 3M 180c with 8519 lam and also 3M 680 (reflective) with 8519 laminate on hundreds of these w/o any troubles. by the time the decals need replacing the customers are repainting the drums.

Sounds like to high of pressure on the foil. Try telling it that you are printing on a different type of vinyl or foil color. (lie to the machine, lol) I do this on one of our edges here, I ALWAYS tell it that I am printing on 220 regardless of if i am actually printing on 280 or specialty...

I would look into purchasing a used Gerber Edge setup for what you are doing unless you are focusing on "miniature wraps". it would have great efficiency and accuracy for tiny decals like yours.

Are you SURE that is the sign that you printed? To me it looks like a screen printed sign going bad but the image is pretty small on here so it's hard to diagnose. the tails of the recycling symbols (red arrows) not being gradients looks awfully odd to me compared to the other.
