I'm no Mutoh expert, but to me it still sounds like a bad capping station.
A capping station should only run a couple hundred, and is something you have to replace every so often anyways.
I think it is all about the funds at each individual school district. Most districts around here have ZERO extra to do nice things. But then again, we do work for one school district that must have either struck gold or oil when building their new "campus" as we've done probably 50k+ in signage...

Most Gerber foils are opaque, unless noted otherwise as transparent.
Some have varying levels of opacity so sometimes you have to apply a flood coat under them to achieve the correct color if printing on a colored vinyl.
We have two JV3s here. They both run all day & night every day and make us a great amount of money. They are a bit slower than the modern machines, but they JUST RUN. As long as you clean them weekly they seem to run forever, ours must have millions of miles on them as they've been here for 12...
Looked into it and everything else out there. it wasn't cheap, but nothing else seemed to fit perfectly or work with how things work here. There is a LOT to the software, everything in the whole process is included. It wasn't all implemented at the same time; but grew/changed organically a lot...
What temperature is the heater set to?
We used to have a problem with our Mimaki here where the heater was actually set too low.
The heater temp was set to below the ambient room temp, so the heater couldn't "cool" and the printer would await the impossible proper temperature to begin printing.
We crossed the threshold of TOO MANY orders to keep a paper schedule.
We had to have custom software made to fit our workflow here, it cost around $15,000 but has saved a lot more than that obviously.
