I don't think I've ever seen a removable paper... I would assume that the face stock is too brittle to warrant clean removal.
That said, Sihl 3683 is solvent printable adhesive paper we've used in the past. Cuts as cleanly as vinyl.
We went from the original VS-540 to an S80600 + Graphtec FC8600. It's immeasurably better in every single aspect.
6 pass on the Epson looks better than the Roland at 12+ passes and is ridiculously faster. An entire roll in 2 hours versus and entire day on the Roland.
They would be a good pairing. Don't shy away from the Graphtecs either. Much easier to perf cut with the channel compared to the Summa which doesn't have one.
Reminds me of when someone pressure washes over the perf even though they have been told not to. It rips right through the laminate as it's only 'hovering' over each hole and is quite easily blown out.
Yes, you'd need white for that particular product.
ContraVision used to have a product that had a light adhesive that you could print directly onto and still apply to the interior of a window.
It looks like they've gone down the path of Hexis though and made the product clear which will require...
RMO option for the Arizona range was approx. AUD$30k in 2013 which is a bargain in comparison to any other 96" wide R2R printer.
White channel was AUD$10k. We got both on our machine and haven't regretted either. We print more white than CMYK these days.
We tried it on our UV when we got it.... the results were great, however the logo wore out very quickly (only a few months) so we never tried to push it. We've upgraded our inkset since then to a more adhesive version so not sure if they'd last a bit longer now.
I've used 3M 180Cv3 in the past to wrap a wakeboard which would be similar I guess.
You could also try a high tack vinyl for even higher adhesion.
General Formulations GF201-HTAPAE can be sourced from Spicers or Amari Visual Solutions.
I am not from the US, but a few seconds of searching I managed to dig this up...
https://leginfo.legislature.ca.gov/faces/billTextClient.xhtml?bill_id=201720180AB1379 it states that the fee is to be used for training and certification of 'access specialists' in regard to accessibility...
In Australia we have 2-3 year courses with apprenticeships for sign writing. Example:

We ended up with a toner based print system (OKI Pro 1050) with white so we can print onto clear materials as well as papers.
The finisher is a cheap and cheerful Chinese model Vorey VD-240. It does the job and is surprisingly fast at what it does.
You can try Sihl 3683.
We were in the same situation and eventually bought a full roll based printing and finishing system in the end. So much faster than doing it with wide format. We can print and finish 2000 labels in under an hour.
These aren't for DTF printing. They are pigment/photo printers. Maximum print width is 13", not sure where you are reading 19".
I have no idea how they are justifying calling it "wide format" at that size.
There is currently stock in Australia at our usual supplier, so not sure why there isn't...
