I would try pulling the ink through the damper. The damper should keep the ink from running back. I use a syringe with a tube attached to a piece of ink line. I plug it in the bottom of the damper and pull gently. If you can not get this done, you could do a little charge through the cleaning menu.

It sounds like you blew the fuse on the main board. You have to unplug machine and totally discharge it before unpluging the head cables. You can try to fin someone that does board level repair and replace the fuse.

When the head is replaced it must sit all the way down. Did he run several feet of adjustments. There is 2 mechanical adjustments and then there are several uni-bi directional to be run.
It is not 100% myth. I bought a signwarehouse anchor as part of a used set. It sat in a warehouse for 9 months. When I raised the roller there was a definite flat spot at the contact point.
