Swap the entire black lamp housing from right to left and see if the problem follows or not. This should at least get us closer to figuring out if it's the lamp housing or somewhere else.
They are not cheap (USD$10k last I looked), so we need to rule out everything else first.
How many passes does your profile use?
We occasionally get banding on blue/cyan if running very low pass count (4-6) which goes away at 8 pass or higher.
We had flights and rooms booked for PrintEx here in Australia, but due to the latest outbreak it was moved to July 2022. Quite disappointed as we haven't had a show for 2 years and would like to see some new equipment and catch up with our suppliers.
Océ's limits for IJ257 ink on their default profile is 390% so 400 isn't a big difference anyway.
I remember it looked terrible and washed out when I first installed it, so got all new profiles made for every print mode.

We have one of their lasers (Nova 51). Size and pricing are great for what you get. Bundled software isn't great so we use LightBurn (USD$80) and it's fantastic with good support.
Machine arrived in a crate basically ready to use. Rolled...
Easiest method would be to wrap in black and overlay with white. Alternately you could contour cut the white parts out of the black and apply with application tape if the trucks are already white.
I would recommend against printing the black though. Get proper black wrap material already in...
The post title said CE7000 vs FC8600, so that's what my comment was based on. Just wanted to clarify so they didn't think it had a feature that didn't exist.
Layout tool was excruciatingly slow on 10.2 and 12.2 so we never used it. Haven't even touched it on 21 yet... but I'm assuming it's much of the same.
I complained about it back in 2013, and they just said it's how it was and was more of a 'bonus' piece of software and if you wanted to use it...
