We also have the bent wire type you posted a photo of... and we have zero rolls on them because they are utter garbage. Yes, vinyl will domino when it's bumped. The YelloTools ones are 1000x better as the center piece of wood goes further into the roll and isn't tapered like the wire ones are.
2nd head in group B (lk/M) looks like it has been moved/rotated slightly and is now misaligned. Look at the gap from top to bottom compared to the head next to it. It's tapered, where at the other two gaps are consistent and evenly spaced.
Haven't owned a Roland in several years, so not sure how...
You can try a short flush from the control panel "Tools & Utilities" menu:
It can occasionally get a blocked nozzle going again. I'd suggest doing this with a full bag installed. It doesn't use a massive amount of ink, but you don't want it emptying the bag during the procedure.
Keep wiping until there is no more IPA left on the sheet. We used to give ours a quick wipe down before print, leaving wet patches on the sheet.
We've changed our methods and will keep wiping until there is no residue left and prints are much better with very little ghosting.
We use opal for all light boxes. It softens the light to get a more even look across the whole panel. Clear can lead to hot spots across the image where the tubes/LEDs are.
The Z6100 isn't latex... it's an aqueous photo printer. It won't print on solvent/latex vinyls and lifespan for outdoor prints on paper will be very limited.
You'll also have the issue of being stuck with whatever drivers were available at the time (they came on the install CD back then) so you'll be stuck using only printers from the same era and nothing newer.
If you have no control over the posters, I'd probably try to convince them to internally mount the perforated material... who knows what their franchise will send out.
Even reviews on here will be biased... owners usually want to believe that the equipment they bought is superior to whatever they don't own.
You'll need to read a lot and weigh it all up according to your circumstances. I strongly suggest you approaching manufacturers/resellers with your own...
Updates can often break old software which may no longer have support for newer versions of Windows. Or another example... Windows 10 21H1 broke my Epson accounting software for no reason whatsoever. The program runs fine, but will no longer gather any information from the printer after a job is...
Not 100% sure about 3290, but 680CR is definitely conductive. I just pulled out a roll and poked the probes of a multimeter into a corner and got an actual stable reading of ohms (approx. 100 over distance of 1/4"). The reflective part of the material is certainly glass, however there's a sheet...
Which Fotoba marks are you having issues with Pauly?
I know at least one issue was resolved in 21.0.1 where if you tried to add space above a job the marks would go in the wrong place.

We use their floor ones though. We can store 9 rolls in less than 2' x 2' of space.
Looks like ink pooling... density is likely too high. Try another profile, reduce ink loading or try another material.
We used to get this on a certain brand of canvas material. Only thing that fixed it in that instance was using something else entirely.
