Tiling is a problem with HP printers I use, starting from Z6100 to L26500. I think OMAS is the cause of this problem, so I disable it from the RIP, it helps a bit but doesn't solve the problem completely so we run tiled jobs on Mutoh 1624.
I have 2 used printheads from my VJ 1624 I can ship from Cairo - Egypt by DHL in about one week.
These printheads are working fine and used Mutoh UMS original inks, the only problem they have is Cyan overspraying, tried to figure out the cause of over spraying which lead me to that...
Since you already got L25500 (like I do) then you should go for the Epson, newer models are still crappy. I prefer Mutoh, and got 3 VJ1624, but must say that Epson, Roland & Mimaki are also great.

Please print a universal test file like Caldera test file and submit the pictures, as from what you have submitted it looks like artifacts in the file it self. Static (with all respect) doesn't look like that, it looks like the attached file.
I'm not familiar with this machine, but I had similar problems with Cyan using KM and DX7 printheads, the KM problem was solved by adjusting voltage, DX7 was a defective printhead.
You were lucky to receive it in one month, 3 month now and didn't ship yet. Keep delaying week after week.
So sorry for that, I used to refer them to all my friends as an excellent supplier.
The Kona is not built to cut banner, you need a flat bed cutter to do that. It's cutting force might be enough to do the job but it will be devastated.
