Been using win since 3.11 and the 8 is... not good for productivity. It is as you said a consumer product, but I really miss a business oriented version, seems as MS forgot people actually do some work with their computers also... But maybe it'll get better when the start menu returns.
Do you use a good and SHARP 60 degree knife? Had the same issues, switched to 60 degree knife instead of 45 on laminated prints - woohoo, now it weeds like a dream. Remember to change your offset though...

According to the users manual you could set the behaviour under menu->ink Control->empty mode and either set it to cont. or stop. When set to "stop" the machine stops and prompts you to change cartridge. If set to "cont." it continues to print even if the cartridge is empty.

You can set the printer behaviour when it runs out of ink yourself, if it should stop or continue. The manual describes this. On our Rolands they stop when the cart is empty and you just pop a new one in and it continues where it stopped, so you don't need to waste the long banner.
The cleaning solution should drain after a couple of seconds as they do on your other colours, so my guess is you have a blocked drain line from the damper. Try to resolve that first. Good luck!

Try and save BOTH the source file and the VW file from VW on the server, e.g. when you open the save job dialogue you can choose to save only the .rvw file or .rvw file AND the source file. There's a dropdown box under the file name field if I remember correctly...
Here in Europe we are also slammed with work, no idea where this will end but we are working very long days right now... Strangely also a lot of cut vinyl jobs, HUGE large cut vinyl graphics (and reflective) on trucks, signs etc.

Sometimes it can help to put a piece of matte lam over the crop marks (if you have a high-gloss media). Worth a shot if you have tried Everything else... Other than that you should be able to manually align the crop marks but how it's done on the cutter you have I'm a bit unsure of. Hope you get...
The test print looks quite ok, you did say you had the encoder strip replaced and after that the red got fuzzy or? The only thing I can come up with is to clean the encoder strip and sensor and do all the calibrations, but maybe someone has another clue? Good luck!
As much as I love the Rolands I would go with a latex for your specific use just because of the drying time on paper (you can cut them directly without fearing smears etc. on high coverage prints). The maintenance is also perhaps a tad easier on the latex? If you definately want eco-solvent then...
