We had an issue with ACM on our 550. The ink would flake off. Look for a digital receptive ACM. It solved our adhesion issues. I also agree that a long term sign should be vinyl with laminate. The 550 ink is only a 2-4 year ink at best outdoors.

I would recommend acquiring another roll. Provide the picture to the sales representative. I tested the 480 film before it came to market. It was great. When 3M brought it to market, I ask them why they changed it. It has been very inconsistent since it came to market.
You might also attempt printing in a uni-directional mode. Most UV printers have the look in the image you have provided when printing in bi-directional mode.
Have you attempted to clean the contacts in the carriage assembly? Sometimes the "misting" inside the machine will accumulate on the circuit board in the carriage. I used to use a 70% isopropyl alcohol with a lint free swab to clean the contacts.

Ours started doing something similar, then the black went away completely. The technician came onsite and couldn't find anything wrong. Black came back as he was running diagnostics. We figured there was an air pocket(s) in the system that caused the malfunction.
We sent a decal to a client in Wisconsin about 10 years ago. I asked her the other day how it was holding up. She said it still looked great. We used ij180-10, with Oracal 290 optically clear laminate. It was printed on an HP 9000s printer.
The best solution would be to call the point of purchase for the printer and explain what happened. It is possible they can talk you through the service mode of the machine to fill the black printhead with ink. Our distributor has been most helpful on these types of issues. Running test...
Have you tried powering up the machine with the yellow ink cartridge uninstalled? Then installing cartridge when it asks for it. The other thing to look at would be the contacts inside the machine itself. Check for ink residue around that area.
