Not familiar with the Vinyl Master cutter that you have, but many other plotters required a Null Modem Serial Cable, that have pins 2 and 3 crossed. This is true with Graphtec and Roland vinyl cutters that use(d) RS-232 serial ports for connectivity. I would guess that your plotter may require...
Not gonna happen with (eco) solvent ink. All papers will require a coating for compatibility with the solvent ink. You'll get tremendous bleed and terrible color without coatings.
You would need another chemistry of ink (UV-curing or some aqueous) to print onto raw uncoated paper.
First, run a test draw test print. Assuming that you see nozzle outs (holes in the pattern), run cleaning(s) to get the nozzles firing. You may also benefit from the various washes available in the machine firmware.
Your best bet would be to upgrade FlexiSIGN.
Only way to do it without upgrading FlexiSIGN to version 8+ would be to use Windows 7 Pro Virtual XP Mode to install Flexi into. Google Windows 7 XP Virtual Machine to see if your hardware and Windows supports this.
Assuming that you are referring to Windows 7, not Internet Explorer 7, I would expect that you would need to run those legacy applications via Windows 7 Pro (or higher's) Virtual XP Mode.
Designjet 800 was a dye-based aqueous machine that was released in the year 2000. Not a good fit for outdoor applications, but the machine did a nice job on paper-based medias.

I would echo Bobby's comments. The SAi RIP in Flexi and Photoprint is rarely able to deliver optimum image quality without significant configuration, including the creation of custom output profiles for your printer and media configuration.

The book you referenced (Fraser, Murphy et al) is a terrific overview of the theory of color management, but it is unlikely to help with application-specific questions, unless that application is Photoshop.
In my opinion, Versaworks is a very solid RIP which can compete feature-for-feature...

I agree with Bob that the method I describe above does not produce results that are equivalent to using Illustrator or even CorelDRAW, however the OP was looking for a Flexi-centric approach, and that is what I provided.
I recall seeing a tutorial on this, possibly on this site.
The gist of it was to create the vector shadow (drop/ block etc), rasterize the shadow, and then use a blur to diffuse the edges of the shadow.
