    Samples shouldn't be an issue if you explain your concerns of differing paints and that you want the best possible results with the finished job. Perhaps make the sample an actual part of the finished job, if that's not possible surely there would be a concealed spot somewhere on the same wall...

    Yep, I'd hand a Permit copy to my customer and make a note of that hand-over on my copy. He can then pass it onto the property owner if he wishes. I'd imagine the owner would want verification that the install was done with all necessary Permits.
